Vice President, Non-Financial Risk

About the position The Non-Financial Risk Vice President (NFR VP) will serve as a senior leader within the Americas NFR function, providing deep subject‑matter expertise across Non-Financial Risk frameworks and acting as the 2LoD NFR Officer for Transaction Services (TS) as well as Support Functions and related operational processes. This role will be responsible for overseeing the execution and enhancement of NFR frameworks, driving risk assessment maturity, advising senior stakeholders, and strengthening ING’s operational resilience in line with global ING NFR standards and local regulatory expectations.

Responsibilities

  • Transaction Services (TS) NFR Oversight NFR oversight for Transaction Services operations, with a focus on Payments (ACH, wires), Cash Management, and client onboarding processes.
  • Assess end‑to‑end payment flows, operational processes, and risk exposures.
  • Oversee TS-related issue management, event management, and control effectiveness, ensuring timely remediation of identified weaknesses.
  • Support Functions NFR Oversight Serve as the designated 2LoD NFR Officer for Support Functions (HR, Legal, Finance, Operations).
  • Provide expert guidance on NFR matters, ensuring adherence to ING global NFR frameworks and local U.S. regulatory requirements.
  • Facilitate risk governance across Support Functions and promote strong awareness of NFR responsibilities.
  • Risk Frameworks & Methodology Act as a subject matter expert for RCSA execution, risk taxonomy, and control library.
  • Guide stakeholders on designing, improving, and embedding effective key controls and monitoring practices.
  • Challenge risk assessments, scoring, and action plans to ensure quality and consistency.
  • Oversee issue and event management activities, ensuring adherence to ING methodologies and regulatory expectations.
  • Provide challenge and review for root cause analyses, remediation plans, event classification, and escalation procedures.
  • Ensure timely and accurate reporting to senior management and global stakeholders.
  • Lead and refine KRI selection, threshold setting, and metric monitoring for Support Functions and TS.
  • Align KRIs with emerging risks, regulatory developments, and data‑driven insights.
  • Support improvements across RCSAs, controls, KRIs, and risk reporting.
  • Advise senior leaders on emerging NFR trends, regulatory expectations, vulnerabilities, and strategic mitigation efforts.
  • Contribute to local and global NFR working groups, methodology enhancements, and risk programs.
  • Data Management Risk Partner with Data Management teams on risk assessments, data quality controls, critical data element oversight, and risk remediation activities.
  • Contribute to strengthening risk governance across data-related initiatives and regulatory commitments.

Requirements

  • 7–10+ years of Non‑Financial Risk / Operational Risk experience, including hands‑on responsibility for risk frameworks.
  • Strong experience in Transaction Services (TS), Payments (ACH, Wires, Cash Management) ideally within risk, operations, or oversight functions. And regulatory expertise in transaction services is required.
  • Deep knowledge of RCSA, KRI frameworks, issue/event management, and controls monitoring.
  • Experience with risk systems (e.g., iRisk or similar GRC platforms).
  • Strong analytical and problem‑solving skills; ability to challenge constructively.
  • Excellent communication and interpersonal skills, able to engage stakeholders at all levels, including senior management.
  • Demonstrated ability to work independently, manage multiple priorities, and operate in a dynamic environment.
  • High ethical standards and sound judgment.
  • Bachelor’s degree in finance, risk management, business administration, or related field.

  • Prior experience overseeing Support Functions or TS from a 2LoD or Audit perspective is a benefit.
  • Experience in Data Management Risk concepts (data lineage, data quality, governance, CDEs) is a benefit.
