[Remote] Senior Program Manager

Index Analytics, LLC, is a rapidly growing, Baltimore-based small business providing health-related consulting services to the federal government. We are seeking an experienced Senior Program Manager (SPgM) to lead the successful delivery of complex, customer-facing programs in a federal, Agile environment, ensuring program performance and fostering strong client relationships.
Responsibilities
- Lead program execution for federal contracts, ensuring all deliverables are completed on time, within scope and within budget in accordance with contractual requirements and agency objectives
- Partner with executive leadership (ELT) and senior stakeholders to support the planning and delivery of large-scale, strategic initiatives across the organization
- Serve as the primary interface with government stakeholders, Contracting Officers (COs) and Contracting Officer Representatives (CORs), providing status reporting, issue resolution and program transparency
- Oversee multiple Agile delivery teams to ensure alignment with program goals, including planning, execution and cross-team dependency management
- Manage program risks, issues and changes, implementing mitigation strategies while ensuring compliance with federal regulations, policies and contract terms (e.g., FAR/DFARS requirements)
- Maintain accountability for cost, schedule and performance (CSP) metrics, ensuring accurate reporting and adherence to program baselines
- Direct and develop technical and delivery teams, providing leadership, performance oversight and resource management across contract workstreams
- Establish and enforce standard processes, governance structures and quality controls to ensure consistent, auditable program delivery aligned with contract expectations
- Support program growth and sustainment efforts, including participation in capture activities, proposal development and continuous improvement initiatives
Skills
- U.S. Citizen or authorized to work in the United States. Must be eligible to obtain and maintain a Public Trust clearance which requires the ability to meet federal residency requirements of 3 of the last 5 years within the United States
- Bachelor's degree in a related field or equivalent years of project management experience may substitute for education
- PMP certification strongly preferred; required within the first year of employment if not currently held
- 10+ years of program or project management experience supporting software development initiatives, including 5+ years managing federal government contracts and working with government stakeholders
- Proven experience leading large, complex software development programs across the full lifecycle (requirements, design, development, testing, deployment, and operations support)
- Strong experience managing multiple Agile delivery teams, with working knowledge of Scrum and/or SAFe frameworks (SAFe certification required)
- Demonstrated ability to lead and develop technical teams, including mentoring, performance management, and fostering accountability in fast-paced environments
- Solid understanding of modern software engineering practices, including cloud delivery, DevOps, CI/CD pipelines, test automation, and secure development
- Excellent communication and stakeholder management skills, with the ability to translate business priorities into executable technical plans and influence decision-making
