About the position The Principal Counsel - Health Regulatory at the University of California Office of the President plays a crucial role in providing legal support to the University's medical centers and health sciences schools. This position is responsible for navigating complex healthcare regulatory analysis and advising on a wide range of health care regulatory and policy issues. These include, but are not limited to, health care reimbursement, operations, privacy, hospital licensing or accreditation, medical staff, peer review, tax exemption, federally qualified health centers, clinical laboratories, pharmacies, controlled substances, Medicare/Medicaid enrollment, and issues related to sexual harassment and violence in academic medical centers. The Principal Counsel will also engage with UC Health, the Office of the President, Faculty Senate, and various campus stakeholders on healthcare legal matters, ensuring that the legal services provided are timely, ethical, and of high quality. This role requires a strategic thinker who can provide high-level advice to senior management within the UC health enterprise, often on issues of significant importance and impact. The Principal Counsel will independently handle a full range of legal matters, providing actionable and practical advice based on a sophisticated interpretation of facts and law. The position also involves identifying systemic legal issues and proposing strategic approaches to address them, which can have broad implications across the UC system. The Principal Counsel will keep abreast of changing legislation and case law developments affecting healthcare regulatory matters and will provide training and advisories to clients regarding these developments. Collaboration and communication are key components of this role. The Principal Counsel will build relationships with stakeholders to ensure successful outcomes and will mentor law clerks and other learners. The position also supports the Office of General Counsel's commitment to diversity by participating in mentoring programs and other diversity initiatives. Responsibilities • Supports the UC Legal Health Affairs, Privacy & Data Protection Law Group's coordination efforts to facilitate more efficient, effective, and consistent delivery of health law services system-wide. , • Provides substantial expertise within the University in the Health Law field, particularly in health care regulatory and policy issues. , • Handles independently a full range of legal matters and projects, including those of high complexity and substantial importance. , • Counsels and advises senior management in the UC health enterprise on significant issues. , • Provides high-level strategic advice to University business units, including practical advice and alternative solutions to business concerns. , • Identifies and frames systemic legal issues, proposing strategic approaches to address them. , • Participates on external committees to provide input on issues affecting state and/or federal policy. , • Keeps informed on changing legislation and case law developments affecting healthcare regulatory matters. , • Provides training and client advisories related to legal developments. , • Negotiates matters on behalf of The Regents and acts as a liaison with outside counsel. , • May provide strategic support and expertise on litigation matters. Requirements • Minimum of 8 years of progressively responsible experience advising clients on high-level and complex health care regulatory matters required. , • Demonstrated specialized and in-depth experience in at least one health care regulatory area: reimbursement, operations, and/or medical staff. , • Experience gained in a law firm, or in-house counsel for an academic institution, corporation or other entity. , • Significant experience advising executives on sophisticated health care regulatory matters with minimal preparation time. , • Requires health law expertise including understanding of applicable laws, industry practices, and enforcement trends. , • In-depth abilities in collaboration, facilitation, and strategic and creative thinking. , • Advanced interpersonal communication skills, including proven ability to actively listen, negotiate, persuade and educate. , • Advanced written communication skills and ability to create effective materials and presentations. , • Advanced research skills; ability to identify critical legislative changes in area of specialty. , • In-depth decision making ability, even when unpopular, earning credibility and support from colleagues. Nice-to-haves • Expertise in complex and high impact health care regulatory matters for hospitals and health sciences school clients. , • Prior experience at a government agency responsible for regulating hospitals and/or other providers.
