PLANS EXAMINER (BUILDING PERMITS AND INSPECTIONS)

Position will be open until filled. We are currently seeking: A plans examiner to join our Building Permits and Inspections team. In this role, you will review plans and specifications for commercial and residential buildings for compliance with building, zoning and construction codes and municipal regulations as well as assist with supervision and training of permitting staff. Your responsibilities will include:

  • Assisting Permit Technicians with plan checking activities as needed, examining the most complex building plans.
  • Assisting the general public with the development of alternative solutions.
  • Examining plans and specifications for commercial and residential applications for compliance with building, electrical, mechanical and plumbing codes, access requirements, and zoning ordinances; reviewing work for conformance with legal requirements, municipal regulations and safety standards.
  • Interpreting, applying and explaining codes and regulations; resolving problems that arise due to code or structural design issues, and coordinating plan corrections so that plans will conform to regulations.
  • Coordinating plan check activities with Building Inspectors, other City departments and outside agencies.
  • Maintaining records and files associated with plan review process, problems and permits; computing project cost and permit fees; issuing permits within scope of authority.
  • Providing customer service; answering questions and concerns related to building codes and requirements; consulting with architects, engineers, designers, contractors and homeowners on the plan review process and compliance issues.
  • Responding to requests for information; providing technical information to City staff as authorized; providing assistance to the public within scope of authority.
  • Maintaining and updating the land management files.
  • Hours: Monday thru Friday 8:00 a.m.-5:00 p.m.
  • Regular and timely attendance is required.

  • Using initiative and independent judgment within established procedural guidelines.
  • Reading, interpreting, understanding and applying building standards
  • Federal and state rules and regulations, and City and county ordinances and codes.
  • Interpreting and applying department standards and City policies.
  • Reading and interpreting drawings, plans and specifications;
  • Providing advice and consultation on construction methods and compliance requirements.
  • Organizing and managing technical records.
  • Operating a personal computer utilizing standard and specialized software.
  • Effective communication, both verbal and written.
  • Establishing and maintaining cooperative working relationships with employees, officials, construction professionals, other agencies and the general public.

MINIMUM QUALIFICATIONS: Education and Experience: Associate's Degree in Engineering, Urban Planning, or related field; AND five year's building plan review and permitting experience, preferably with the City of San Angelo; OR an equivalent combination of education and experience. Required Licenses or Certifications:

  • A Texas Driver License with a good driving record is required.
  • Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment.
