About the Position: Reporting to the Assistant Vice President for Research Security, the Director of Export Compliance and Secure Research provides strategic and active management of the export and sanctions compliance and secure research programs for George Mason University. This position has overall responsibility for directing a comprehensive and clear oversight program for Mason's activities involving classified research and export-controlled technology and information. Responsibilities: ? Develops, maintains, and updates the university?s export and sanctions compliance program and supervises export control staff to meet these programmatic goals; ? Updates and maintains policies and procedures and training to ensure compliance with export and sanctions regulations; ? Serves as a point of contact for advice, resources, education, and coordination of export compliance and secure research. This includes faculty and staff education and outreach about secure research, export compliance, and related topics; and ? Performs and supervises export control analysis of individual projects and technologies at Mason. This involves working with faculty to understand the technology, individuals, and facilities involved and determining whether a technology control plan is needed. In some cases, this will require filing for a formal commodity jurisdiction determination or export license with federal agencies. Required Qualifications: ? Bachelor?s degree in scientific, engineering, regulatory, or policy field, or equivalent combination of education and experience; ? Significant experience supporting and/or implementing export compliance programs (typically 5+ years); ? Experience drafting export compliance policies and procedures; ? Experience developing and conducting export compliance training; ? Direct experience making export control determinations, applying for licenses, and communicating with federal agencies; ? In-depth knowledge of and experience interpreting and implementing appropriate regulations including those promulgated by the Department of State (ITAR), Department of Commerce (EAR), and Department of Treasury; ? Knowledge of the databases and electronic systems required to manage these duties such as Visual Compliance, D-TRADE, SNAP-R; ? Excellent communication skills with the ability to explain complex regulatory requirements to faculty, students, and staff; ? Must be eligible to receive unclassified technical data pursuant to the International Traffic in Arms Regulations (ITAR); and ? A citizen of the United States; A person who is a lawful permanent resident of the United States (a ?Green Card? holder); A person who is a ?protected individual? as defined by 8 U.S.C. 1324b(a) (3); or A person who is otherwise able to become generally eligible to receive unclassified technical data pursuant to the International Traffic in Arms Regulations. Preferred Qualifications: ? Advanced degree in scientific, engineering, regulatory, or legal field (M.S., J.D., or similar), or equivalent combination of education and experience; ? Significant experience directly managing export compliance and/or secure research programs (typically 5+ years); ? Supervisory experience and experience evaluating staff and facilitating their professional development; and ? Experience at a university that accepts export restrictions and secure research.
